Who needs a Transport Manager?
Standard national and standard international operator licence holders need a professionally competent Transport Manager. Restricted licence holders do not nominate a Transport Manager, but still need proper systems for safe and compliant operation.
What should I prepare before requesting quotes?+
Prepare your licence type, authorised vehicle count, operating centre, maintenance provider details, PMI intervals, brake test evidence, defect reporting process and any DVSA or Traffic Commissioner correspondence.
How quickly can a Transport Manager be nominated?+
Timescales vary. Once you have agreed terms, the Transport Manager is named on the operator licence through the appropriate Traffic Commissioner process and must be able to demonstrate continuous and effective management.

What is an external transport manager?

An external transport manager is a professionally competent Transport Manager who is named on an operator licence without being a full time employee of the operator. They hold the Transport Manager Certificate of Professional Competence (CPC) and take legal responsibility for the continuous and effective management of the transport operation, exactly as an in house manager would.

For many operators this is the practical answer to a real problem. A standard national or standard international operator licence must name a CPC holder, but a small or growing fleet often cannot justify a full time transport manager salary. An external transport manager fills that gap with genuine oversight rather than a name on a form.

The role is set out in the Goods Vehicles (Licensing of Operators) Act 1995 and in the Statutory Documents published by the Senior Traffic Commissioner. It is not a paperwork exercise. A Traffic Commissioner expects the named person to have enough time, access to records and the authority to keep vehicles roadworthy, drivers within their hours, tachographs analysed and maintenance properly recorded.

So how do you know whether an arrangement is genuine? Ask how many hours the manager will commit each month, how they will evidence their checks, and how quickly they would put a problem right. The answers separate a working transport manager from someone simply lending their name to a licence.
